Gift cards are cash for tax purposes.
Employers often reward staff for wellness activity, tenure or performance with gift cards. The IRS treats cash and cash equivalents differently from small in-kind gifts, and the difference matters for payroll reporting.
What the IRS says.
De Minimis Benefits
A de minimis benefit is property or service with so little value that accounting for it would be unreasonable or administratively impracticable. These can be excluded from an employee’s wages. Whether an item qualifies depends on its value and how often it is given, and the IRS rules are narrow. Employers should be cautious about assuming a gift or perk is excludable and check with a tax adviser. Employer-paid health premiums are different, since they are generally excluded from employee income under a separate rule, explained in our employee tax exclusion guide.
Cash Is Never De Minimis
IRS Publication 15-B says cash and cash equivalent fringe benefits, such as gift certificates, gift cards, and use of a charge or credit card, are never excludable as a de minimis benefit, no matter how little. The rule applies even to small amounts, so a low-value gift card is still treated as wages for tax purposes. Payroll should be told about gift cards and similar rewards so they can be reported properly.
Examples That Can Qualify
Examples the IRS lists include occasional personal use of an employer-provided cell phone provided primarily for business reasons, holiday or birthday gifts other than cash with low value, and flowers or fruit given in special circumstances. Whether an item qualifies depends on the facts, including how often it is given and its value. A tax adviser can confirm whether a specific practice fits before an employer tells staff that it is tax-free.
Narrow Exceptions
Meal money and local transportation fare given occasionally because of overtime work may be excluded under the IRS rules. These exceptions depend on being occasional and tied to the circumstances, so a regular practice may not fit. Employers should keep records and have a tax adviser confirm how the rules apply to their own programs.
What plan sponsors can do.
Treat Gift Cards As Wages
Include the value of cash and gift card rewards in employee wages and tell payroll. We do not process payroll, but we can help you coordinate with your payroll provider. Payroll teams need to know about rewards when they are given, not months later, to withhold and report correctly. Make one person responsible for passing along the information, and keep a record of what was reported.
Check Wellness Rewards
Gift cards used as wellness incentives are cash equivalents. Review your incentive design with your advisor. If a wellness program pays rewards in cash or gift cards, the tax treatment should be settled before the program starts. A tax adviser can review the incentive design and help avoid correction work for payroll later.
Prefer Non-Cash Where Appropriate
Low-value gifts that are not cash or cash equivalents may fit the de minimis rules. Confirm with your tax advisor. Non-cash items still need to be low in value and occasional, so employers should not treat them as automatically tax-free. A tax adviser can confirm whether a gift or recognition item fits the rules before it is purchased.
Write Down The Policy
Record what you give, to whom and how it is reported. A short written policy helps managers use gifts, awards and incentives in a consistent way. It should say who approves them, how they are recorded and how payroll learns about them, and it should be reviewed by a tax adviser.
Three questions to settle.
Do We Give Any Gift Cards
List every program that hands out cards or cash, including wellness and recognition. A full list often turns up programs that managers run on their own, such as recognition awards, referral bonuses or holiday gifts. Collect the information from each department, so payroll and the tax adviser can see the whole picture.
Is It Reaching Payroll
Confirm the amounts are reported as wages. Ask payroll to confirm how each type of reward is entered in the system and shown on the pay statement. A quick test with a recent example will show whether the process works as intended.
Who Reviews Our Policy
Name the tax advisor who confirms the treatment. Having a named adviser makes it easier to answer questions when they come up and to document the reasoning behind each decision. Employers can include the adviser’s review date in the written policy and revisit it periodically.
How De Minimis Fringe Benefits Are Defined
Fringe Benefits Are Taxable By Default
Section 132 lists the categories that are excluded from gross income. A benefit outside those categories is generally taxable wages.
Eight Excluded Categories
The list includes no additional cost services, employee discounts, working condition fringes, de minimis fringes and qualified transportation fringes, among others.
The De Minimis Test
A de minimis fringe is property or service so small in value, considering how often it is provided, that accounting for it is unreasonable or administratively impracticable.
Frequency Matters
The test looks at how often similar benefits are provided, so a modest item given regularly can be treated differently from an occasional one.
Employer Eating Facilities
An eating facility on or near business premises can qualify if revenue normally equals or exceeds direct operating costs, with nondiscrimination conditions for highly compensated employees.
Confirm With Your Tax Advisor
The statute does not give a dollar threshold. We can help you with reviewing recognition programs alongside your payroll and tax advisors.
