Participation

A smaller group can miss the carrier’s participation rules.

Carriers write participation and contribution minimums into the group contract. A layoff can move your numbers.

Talk to Us About This

The Rules

Two numbers carriers watch.

Participation

Carriers generally require a share of eligible employees to enroll. Fewer employees can shift that share either way.

Employer Contribution

Carriers often set a minimum employer share of the premium. A changed plan mix after a layoff can change the contribution math.

Group Size

Group size can affect which market and rating rules apply, so confirm the thresholds with your carrier.

In Practice

How it plays out.

Imagine a group that had a strong majority of eligible employees enrolled before a layoff. The people who leave were mostly enrolled, so the remaining group has fewer people, and the share who enroll may move. It could go up or down depending on who left.

Carriers check participation when they quote, at renewal and sometimes midyear. The requirement is in the group contract, along with the employer contribution minimum and how waivers are counted.

That is why the numbers should be rerun on the smaller group before the carrier does it for you. If the group is close to a requirement, there is usually more room to act early than after a notice arrives.

The Support

How we help.

A broker should take work off a smaller HR team, not add to it.

Rerun the Numbers

We help recalculate participation and contributions on the smaller group.

Read the Contract

We help check what the carrier’s group contract actually requires.

Plan Ahead of Renewal

We help raise the change with the carrier before the renewal, not after.

First Steps

What to run.

Recount Eligible Employees

Update the count of eligible employees after the separations.

Recount Enrolled Employees

Count who is enrolled, net of valid waivers.

Compare to the Contract

Check the result against the participation and contribution terms in the group contract.

Talk to the Carrier Early

If the group is close to a limit, raise it before renewal.

Common Mistakes

Mistakes that cost money.

Assuming It Rounds Out

A smaller group does not keep the same participation rate by default.

Ignoring Waiver Rules

Carriers count waivers differently, so read how yours does.

Changing Contributions Without Checking

A new contribution split can fall below the carrier’s minimum.

What to bring

Your renewal letter
Your census
Your current plan documents
Your renewal date

Rough answers are fine. We build the numbers from there.
