Michigan 2027 Health Rate Approvals: What Employers Should Know.

What Was Approved

The 2027 averages, and what they do not tell you

According to Bridge Michigan, state regulators approved an average increase of 14.2% for plans people buy on their own, covering about 400,000 people. For small group plans, sold to businesses with fewer than 51 employees, the approved average increase is 9.6%, also covering about 400,000 people.

The Michigan Department of Insurance and Financial Services (DIFS) reviews and approves these rates. It does not set them: carriers file, and DIFS approves them if they meet the applicable standards. Individual-market rates must be filed with and approved by DIFS, and small group rates must be filed with DIFS. Commercial large group rates are not required to be filed, and DIFS has no authority over the rates of a self-funded plan, which is regulated by the U.S. Department of Labor.

An average is not a quote. It blends many carriers, plans, ages and counties, so a given group can land well above or below it. Bridge Michigan also notes that national surveys forecast employer costs rising 8% to 11% next year, which is the range large and self-funded employers are planning against.

What It Means

What a Michigan employer should do with this

Read your renewal against the average

Compare your increase with the 9.6% small group average, then separate trend from your own claims experience.

Check your network and plan type

A lower rate can come with a narrower network. Confirm who is in and out before you compare.

Ask about a rate guarantee

What a guarantee covers, how long it lasts and what it costs.

Compare the three largest carriers

BCBSM, HAP and Priority Health side by side for an employer group.

Consider level-funded and self-funded options

When a different funding arrangement is worth testing, and when it is not.

Questions We Get

Questions Michigan employers are asking about 2027 rates

Does the 9.6% small group average apply to my group?

Not directly. It is an average across carriers and plans. Your renewal depends on your carrier, plan design, the ages of your covered employees and your county, so it can be higher or lower.

Do these approvals apply to large or self-funded employers?

No. DIFS reviews individual and small group filings. It does not have authority over the rates charged under a self-funded plan, and commercial large group rates are not required to be filed.

When do the 2027 rates take effect?

They apply to 2027 plan years. A group sees its new rates at its own renewal date, so a group renewing mid-year may not see 2027 rates until then.

Where can I see the carrier-level numbers?

DIFS publishes the rate filings it reviews. Bridge Michigan links the state summary in its coverage, which is listed below.

Can we test the market before we renew?

Yes. Which carriers can quote depends on your size, county, funding arrangement and timing, and the earlier you start the more options there usually are. Send us the renewal and we will tell you what is realistic.
