The Census Is a Pricing Input, and the Carrier Says So
A general agent’s standard proposal cover states it plainly and unprompted: rates are based on the information provided, review the eligible and full-time-equivalent counts, and should any of it change on actual submission, the rates may be affected. That is not boilerplate. It is a warning that the number you were quoted rests on data nobody verified.
Because Michigan requires per-member rating in the small-group market, the census is not a rough headcount feeding a bracket. Each person’s age and location contributes to the premium directly, which means an error is not rounding — it is a wrong price.
Where Census Errors Actually Come From
Dates of birth entered from memory or carried forward from an old file
which shifts age-banded rating
Employees who left months ago and were never removed
inflating both the count and the bill
New Hires Missing Entirely
which produces a quote that cannot survive submission
Home Zip Codes That Are Stale
where the rating area is derived from location
Dependants Recorded Against the Wrong Tier
which is the most common single error we find
Eligible-But-Not-Enrolled Staff Counted as Enrolled
which distorts participation as well as price
And There Is No Reliable Way to Fix It Afterward
Retroactive corrections are not dependable. Requests to reverse a placement or amend an enrollment outside the underwriting window get refused where the rationale is judged insufficient, and refused again on resubmission. Some carriers will not adjust billing beyond a hundred and twenty days at all, at which point an error stops being correctable and becomes a permanent cost. The only dependable remedy is not making it.
Rules That Sit Beside the Census
Social Security numbers are never required for a quote
at any size — names, dates of birth and zip codes are, because carriers quote and enroll on named individuals
All Census Material Is Protected Health
All census material is protected health information and should be handled that way in transit as well as at rest
Continuation Coverage for Twenty-Plus Employees
with no Michigan rule beneath that
At Fifty and Above
expect the carrier to ask for claims experience and the last three renewals as routine
Questions From St. Clair County Employers
How often should the census be checked?
Before every submission, and reconciled against the carrier bill monthly in between. Those two habits remove most of the errors that ever reach a renewal.
Do we really have to give dates of birth?
Yes, because the rate is built per person from age. Social Security numbers are a different matter and are not needed.
Factories on the St. Clair River Border
Marysville sits in St. Clair County on the western shore of the St. Clair River, directly across from Ontario, and had 9,997 residents in the 2020 census. The city has a long industrial base. Current employers include Intertape Polymer and Mueller Brass, the former Wills Sainte Claire auto factory houses a Chrysler MOPAR parts distribution facility, and Marysville Hydrocarbons operates in the city. A U.S. Customs and Border Protection station also operates here. Earlier anchors included a Morton Salt plant and a Detroit Edison power plant. McLaren Port Huron runs a community health center in Marysville, with larger hospitals in nearby Port Huron. For local employers, benefits must work for plant and distribution workers, many on shifts, and for a workforce spread along the Blue Water region.
Networks Around Port Huron
Hospital care for Marysville workers largely runs through Port Huron systems such as McLaren Port Huron and Lake Huron Medical Center. We check that each plan includes the hospitals and clinics employees use locally, so routine and emergency care does not require a long trip toward Metro Detroit.
Shift-Friendly Eligibility
Manufacturing and distribution sites often run around the clock with overtime and rotating shifts. We explain ACA measurement periods and waiting periods so new hires and variable-hour workers are offered coverage on time, and we help keep eligibility rules consistent across plant and office staff.
Disability Coverage for Plant Work
Metal, polymer and parts work is physical, and a serious illness or off-the-job injury can take someone out for months. We compare short-term and long-term disability plans and basic life benefits so employees keep a steady income while they recover and return to work. We also explain how these benefits are taxed depending on who pays the premium.
Cross-Border Commuters and Travel
Some employees cross the St. Clair River for work, family or travel. We explain how the plan handles care received in Canada, including emergency coverage and reimbursement rules, so workers know what is covered before they need care on the other side of the border.
