A Smaller City Than Its Employment Base Suggests
Flint’s resident population is well under a hundred thousand, but the employment base it anchors is much larger, and a great deal of it sits in the surrounding townships rather than inside the city limits. For an employer, that has a practical consequence: your enrolled population is spread across Genesee County and beyond, and network adequacy has to be measured where people live, not where the office is.
It also means wage levels vary sharply inside one company. A Flint employer often runs a salaried group that shops on network breadth and an hourly group that shops on the payroll deduction. A single plan with a single contribution rate serves neither well. Class-based contributions, or a second plan option at a lower deduction, usually do more for participation than another round of carrier shopping.
Health Care and Higher Education Change the Math
Hurley Medical Center, McLaren Flint and Henry Ford Genesys in Grand Blanc Township give Flint an unusually deep provider market for a city this size. That is leverage. Where multiple systems compete, narrower networks built around one of them can cost materially less without leaving employees short of access — but only if you check where your people actually receive care first.
For the year-round side of benefits cost, read about our health and cost strategy.
Employers connected to Kettering, the University of Michigan–Flint or Mott Community College carry a different problem: an academic payroll with adjunct and part-time classifications that make measurement-period tracking genuinely complicated. Getting the look-back method right is worth more than a point of rate.
Funding Options Across Genesee County
Fully Insured for Small Genesee Groups
The carrier holds the risk. For a Flint employer with volatile enrollment or a thin claims history, this remains the sensible base case, and we will tell you when it is.
Level-Funding for Groups With Clean Claims
A fixed monthly cost with claims running through a defined account and a surplus that can return. It suits a healthy small group that has been subsidizing worse risks in a pooled rate. Read the run-in and surplus terms closely.
Self-Funding for Suppliers and Large Employers
Workable from roughly a hundred lives with stable experience. The specific and aggregate attachment points, and how a known large claimant is treated at renewal, matter more than the headline administration fee.
Narrow and Tiered Networks
With three hospital systems in the market, a tiered design that steers to one of them can save real money. We map your claims to facilities before recommending it, not after.
Rules That Apply to Genesee County Employers
Counting Fifty Beyond the City Limits
Full-time equivalents across commonly owned entities decide the employer mandate, not the headcount on one payroll. Employers with a second location cross the line more often than they expect.
Affordability at the Bottom of Your Payroll
The lowest-cost self-only option must stay under the annual percentage of pay. In a market with wide wage bands, the test is failed at the bottom of the scale, not the average.
Look-Back Periods for Plant and Campus Hours
Variable-hour and seasonal staff need a written look-back measurement, administrative and stability period. Without one, an employer is guessing about who is eligible.
Plan Documents
A benefits guide is not a summary plan description and a carrier certificate is not a plan document. At a hundred participants the Form 5500 and Schedule A are due as well.
Genesee County Benefits Basics, Answered
Can we still get a competitive rate here?
Yes. Flint’s reputation and Flint’s underwriting are different things. Rates are built from your group’s own age, gender, location and claims — and with three hospital systems competing locally, there is more room to negotiate network and rate than in a one-hospital market.
We have one very large claimant. Now what?
That is a specific, answerable problem. Depending on size, the answer may be a stop-loss structure that carves the claimant out, a laser with a negotiated cap, or staying fully insured for another year. What it should not be is a surprise at renewal.
Manufacturing, Medicine and Three Campuses
Flint had 81,252 residents at the 2020 census and is the seat of Genesee County. General Motors reported more than seven thousand jobs across seven facilities in Flint and Genesee County, including Flint Assembly, which builds heavy-duty Chevrolet Silverado and GMC Sierra pickups, along with Flint Metal Center and Flint Engine Operations. Health care is the second pillar: Hurley Medical Center is a publicly owned teaching hospital and Level I trauma center with roughly four hundred beds, McLaren Flint has 342 beds, and Henry Ford Genesys Hospital in nearby Grand Blanc Township has 400. Higher education adds Kettering University, the University of Michigan–Flint and Mott Community College. Engineering is a genuine local concentration, employing tens of thousands across the region at several times the national rate.
Plant Schedules Move Your Census
Flint Assembly took extended downtime for shop renovations in early 2026. Suppliers feel that as an enrollment swing. Eligibility rules written for a steady headcount create eligibility problems when the headcount moves.
Three Hospital Systems Is Leverage
Hurley, McLaren and Henry Ford Genesys compete in the same market. That is unusual for a city this size and it is worth using — but only after you have looked at where your enrolled employees actually go.
Academic Payrolls Need a Look-Back
Adjunct and part-time academic classifications are the most common source of eligibility error we see. A written measurement period settles it before the mandate does.
Genesee County at a Glance
Genesee County is the fifth most populous county in Michigan and the most populous in Mid-Michigan. These are the numbers we keep in mind when we plan benefits for employers here.
Size and Shape
The 2020 census counted 406,211 residents across about 650 square miles. The county was created in March 1835 and fully organized in April 1836, and it takes its name from Genesee County, New York. It holds 33 cities, townships and villages, including Flint, Burton, Davison, Fenton, Flushing, Grand Blanc, Swartz Creek, Mount Morris, Clio and Linden.
Income and Education
Median household income was $60,673 in the 2023 American Community Survey, and 22.8% of adults held a bachelor’s degree or higher. The county population peaked at 450,449 in 1980 and has declined since. For employers, that makes keeping the workers you have a larger lever than it is in a growing county.
Why The County Frame Matters
A company headquartered in one Genesee community often has employees in several others, and the county has about two dozen public school districts. We check carrier networks and contribution levels against where your people live across the whole county, not only the town on your letterhead.
Getting Around Genesee County
Provider access depends on how far employees travel for care and work. The county’s road and transit network sets those distances.
Highways
I-75 runs north-south and joins US 23 in Mundy Township. I-69 crosses the middle of the county east to west, I-475 is an alternate route for I-75 and US 23, and M-13, M-15, M-21, M-54 and M-57 also cross it. Employees can reach several hospital systems from most addresses, so we compare networks on real drive patterns.
Air, Rail and Bus
Bishop International Airport is served by several major airlines. The Flint Amtrak station runs the Blue Water service daily between Chicago and Port Huron, and also serves Greyhound, Indian Trails and Flint MTA buses. Employers with traveling staff or out-of-area employees should ask us how each plan handles care outside the county.
Community College
Charles Stewart Mott Community College serves the same area as the Genesee Intermediate School District. A large school and college workforce means many public-sector and education employers here, and we treat those groups separately from private companies when we recommend a funding approach.
Cities and Townships Across Genesee County
Employers in the county sit in cities that are surrounded by townships with separate governments. That detail matters for rating areas, public-sector rules and employee addresses.
Grand Blanc
The City of Grand Blanc, with 8,091 residents in 2020, is surrounded by Grand Blanc Township, which formed in 1833. The city incorporated in 1930 and started its own fire department in 2019. Employers should confirm whether their address falls in the city or the township when they list a service location.
Fenton
Fenton is mostly in Genesee County, with small portions in Livingston and Oakland counties, and had 12,050 residents in 2020. It was platted in 1837 as Fentonville and became a city in 1964. US 23 runs along the west side of the city as a freeway.

Plain Answers From Genesee County Employers
Does CFH serve Genesee County employers?
Yes. Flint manufacturers, health care employers, campus-connected businesses and service firms use us for plan design, funding and carrier comparisons, renewal negotiation, compliance and enrollment. We are licensed insurance brokers, and for proper coverage of an account we work in teams of five. We start with your current plan and renewal.
Which hospitals are in the Flint networks you quote?
Flint has three full-service hospitals in the immediate market — Hurley Medical Center, McLaren Flint and Henry Ford Genesys in Grand Blanc Township. Which of them a given network includes varies by carrier and by plan tier, so we check facility access against where your employees actually receive care before comparing prices.
Can CFH review our Flint plan if we stay with our broker?
Yes, free and with no obligation. We will explain the increase and whether a tiered network around one Flint system would save money. If the program is priced correctly, we will tell you.
Three hospital systems and no one using that leverage? See what switching to CFH involves.
Send Us the Flint Carrier Renewal
