A rate guarantee is a carrier commitment to hold premium rates, or to limit the increase, for a set period beyond the usual one year. It gives an employer a more predictable cost and can protect against a high renewal. In return, the carrier may set a higher starting rate or add conditions, such as limits on enrollment change.
It pays off when actual increases would have been higher than the cap. If trend is lower, the employer may pay more than needed, especially when the starting rate is raised. The decision depends on your expectations, your claims and how much budget certainty is worth. Comparing the guarantee with a one-year renewal across scenarios is a good test.
Some carriers offer them to attract business, most often on new cases or at a renewal when a group is shopping. Availability depends on the carrier, the market and the group.
Carriers may require that enrollment and plan design stay about the same, and may reserve the right to adjust for large changes. Read the terms.
In a fully insured plan, the cap holds the rate regardless of your claims during the term. Check the contract for exceptions.
