Carriers Require a Minimum Share of Your People to Enroll
A carrier issuing small-group coverage generally sets a participation requirement — a minimum percentage of eligible employees who must actually take the plan — and frequently a minimum employer contribution alongside it. Fall below either and the carrier can decline to issue, or decline to renew, regardless of how much you want the coverage.
For a business of ten or fifteen people this is not academic. Two or three declines can put you under the line, and the ones most likely to decline are the employees who have coverage through a spouse — which is to say, the decision is largely outside your control unless you plan for it.
What Counts and What Does Not
Employees Who Waive Because They Have
Employees who waive because they have other group coverage are usually excluded from the calculation rather than counted as declines, which frequently rescues a small group
Employees Who Simply Choose Not To
Employees who simply choose not to enroll generally do count against you
The Employer Contribution Minimum Is Separate
The employer contribution minimum is separate and applies regardless of how many people take up
There is normally an annual window during which these requirements are relaxed
which is worth knowing the dates of
Which Makes the Waiver Form Matter
If an employee declining coverage does not record why, you cannot demonstrate that they should be excluded from the participation calculation. A properly completed waiver naming the other coverage is, for a small employer, one of the more valuable pieces of paper in the file. Collect them every year, not once.
More Points for Small Plymouth Groups
Michigan small-group rates are filed with and approved by the state ahead of each plan year
so the price itself is not negotiable

Continuation Coverage With Twenty on Payroll

The Part D Notice for Medicare-Eligible Employees
Medicare-eligible staff need the creditable-coverage notice before the middle of October regardless of size
Employers in neighboring Wayne County communities — Inkster, Grosse Pointe Woods and Dearborn Heights — face many of the same carrier and network questions.
Participation Questions From Plymouth Employers
Three of our people declined. Are we in trouble?
Probably not, if they declined because they have other group coverage and you have that in writing. Without the paperwork, the answer is less comfortable.
Can we contribute less than the carrier asks?
Not and still be issued. The contribution minimum is a condition of the offer rather than a suggestion.
Engineers and Hourly Crews Off M-14
Plymouth is a Wayne County city of 9,370 residents (2020 census), about 27 miles northwest of downtown Detroit and 18 miles northeast of Ann Arbor, just south of M-14 and west of I-275. Together with Plymouth Township, the community counts about 37,300 residents, and the local chamber lists automotive research and manufacturing employers such as Isuzu, Bosch, Johnson Controls, and Fuyao Glass America, alongside Aunt Millie’s Bakery and Comcast. The chamber also reports that 42% of the local workforce holds a bachelor’s degree, and a walkable downtown adds restaurants and shops. Employers here often hire engineers and hourly staff at the same time, so benefits have to work for both groups.
Networks Between Detroit and Ann Arbor
Plymouth sits between two major medical hubs, and employees may prefer either one. We check whether plans include both the Ann Arbor and Detroit-area systems your staff use, and we compare out-of-network rules for employees who live farther west toward Washtenaw County. You see the differences before you choose a carrier.
Benefits That Recruit Engineers
Technical and research candidates often weigh HSA-eligible plans, employer HSA funding, strong disability coverage, and life insurance. We compare these features against your budget and explain which ones tend to matter most to degreed candidates weighing offers in a competitive market. We also show how disability benefits replace income for higher earners.
Tiered Cost Share for Mixed Wages
When one plan covers engineers and hourly production or bakery staff, a flat premium share can price lower earners out. We explain wage-banded contributions and multiple plan tiers, and we check that any design meets nondiscrimination and ACA affordability rules. You see what each option costs at different wage levels.
Keep Downtown Small Businesses Competitive
Restaurants, retailers, and professional offices downtown compete for workers with large suppliers nearby. We compare small-group, level-funded, and ICHRA options so a smaller employer can offer credible coverage with a predictable monthly cost and simple administration. We explain what each option asks of the employer, including notices, reporting, and renewal timing.
Quick Answers for Plymouth Employers
Does a Plymouth employer have to offer health insurance?
Federal law requires coverage only from applicable large employers, which average 50 or more full-time-equivalent employees. Michigan has no separate state employer mandate, so a Plymouth business under that size decides for itself whether to offer a plan. Crossing 50 changes the rules, and our guide to crossing fifty employees walks through what changes.
What counts as affordable coverage for Plymouth employees?
For an applicable large employer, the lowest-cost self-only plan generally has to cost an employee no more than 9.96 percent of household income in 2026, rising to 10.22 percent in 2027. Employers usually test this with an IRS safe harbor, and our affordability calculator runs your own wage data against them.
